'Dairy cliff' may be avoided, for a year at least

Farm-state lawmakers have agreed to a one-year extension of the expiring U.S. farm bill that, if enacted, would head off a possible doubling of retail milk prices to $7.00 or more a gallon in 2013.?

The compromise measure resulted from bipartisan discussions in the House of Representatives' Agriculture Committee and talks with colleagues in the U.S. Senate, Frank Lucas of Oklahoma, the House panel's chairman, said in a statement Sunday.?

"It is not perfect - no compromise ever is - but it is my sincere hope that it will pass the House and Senate and be signed by the President by January 1," Lucas, a Republican, said.?

It was not immediately clear whether House and Senate leaders would bring the measure to a vote soon enough to avoid putting the so-called "dairy cliff" milk price spike into action.?

Separately, lawmakers are working on a last-ditch effort to avert the similarly timed "fiscal cliff," when the biggest tax increases ever to hit Americans are set to start, paired with significant federal spending cuts?

U.S. Agriculture Secretary Tom Vilsack, in an interview with CNN taped Friday and aired on Sunday, urged Congress to come up with such a solution, if only an extension of the old law that expired nearly three months ago, lest milk prices start rising after Jan. 1, 2013.?

Absent a new bill or an extension of current law, milk prices would revert to rules set in 1949, the last "permanent" farm legislation in the United States. Government price supports would kick in, based on production costs 64 years ago, plus inflation. The potential retail milk price has been estimated at $6.00 to $8.00 a gallon versus current levels near $3.50.?

Lucas said in the statement that time had run out in Congress' current session to enact a new five-year farm bill, as farm-state lawmakers and the dairy lobby had hoped.?

Vilsack told CNN that soaring milk prices - if it comes to that - would ripple throughout all commodities "if this thing goes on for an extended period of time."?

The price of milk will not double on Jan. 1, if Congress fails to act. Instead, prices would rise gradually as supplies are removed from normal markets and land instead in U.S. Department of Agriculture storage facilities.?

With supplies more scarce in normal marketing channels, some milk distributors and dairy product manufacturers could have turned to imported supplies.?

The Department of Agriculture is reviewing a range of options for administering programs should a permanent law become legally effective on Jan. 1, a spokesman said on Friday.?

The Senate passed its new five-year farm bill in June, and the House Agriculture Committee followed with a version in July.?

But the House bill, with large cuts in food-stamp funding for lower-income Americans, has never been brought to a vote by the full House. The Senate and House have for months remained far apart on the issues of food stamps and crop subsidies.?

Lucas said the year-long extension "provides certainty to our producers and critical disaster assistance to those affected by record drought conditions."?

It would also mean another round of the direct subsidies to farmers that cost about $5 billion a year, and that both sides of debate had agreed earlier to eliminate.?

About twice a year, my wife (who, at one time, worked in the restaurant) and I would fly back to Kentucky to visit all her relatives.

When I asked her grandfather if he would teach me how to barbecue (I mean really barbecue) he always declined (?something about me not understanding ?cause I was from California.)

Well, after many trips back east, and much arm-twisting, he finally considered the idea of sharing with me the closely guarded secrets of real BBQ?ing ? the secrets he built his restaurant?s reputation on, and the kind of barbecuing that folks talk about for weeks.

Whether facing off in the national championship game, playing in the Final Four, or just meeting in the regular season, the two programs on opposite sides of the country have created compelling matchups.

The undefeated teams will renew their annual contest Saturday when the second-ranked Huskies (10-0) visit the No. 1 Cardinal (11-0).

"It's a rivalry for us, but more than that, it's a measuring stick," said Stanford coach Tara VanDerveer, whose Cardinal have held the top spot in the poll for the past six weeks. "When the ball goes up, nobody cares anything about rankings."

The last time the teams met in the Bay Area in 2010, the Cardinal ended the Huskies' NCAA record 90-game winning streak. UConn will try and return the favor by snapping Stanford's streak of 82 straight home victories.

"It's going to be two really competitive teams, it's going to be a dogfight," UConn senior Kelly Faris said. "Two years ago that's what it was."

On the boards, Stanford's 6-foot-3 Chiney Ogwumike will battle with UConn's 6-5 Stefanie Dolson and 6-4 freshman Breanna Stewart. The younger sister of All-American Nneka Ogwumike, who graduated from Stanford, is averaging 21.8 points and 12.8 rebounds for the Cardinal.

Stewart is averaging a team-high 16.6 points and 7.2 rebounds, while Dolson is contributing 11.7 points and 6.0 rebounds per game.

It marks the 51st meeting between the top two teams in the poll. The No. 1 seed holds a 31-19 lead. UConn and Stanford have been in three of those contests over the past few seasons with the Huskies winning all of them.

"The 1 versus 2 thing makes for better TV, but it doesn't change how we prepare," Stanford's Toni Kokenis said. "We are defending our home court, regardless of the opponent. But yeah, we ended their streak two years ago and I'm sure they want to do the same thing to us."

Stanford hasn't lost at Maples Pavilion since March 18, 2007, when Florida State beat the Cardinal in the second round of the NCAA tournament. UConn brought its streak to Stanford almost exactly two years ago only to see the Cardinal stop it with a 71-59 win in front of an enthusiastic crowd. VanDerveer expects a similar atmosphere Saturday.

"We're excited we're playing here," VanDerveer said. "Our team has played very well, but that's not the deciding factor. You have to make baskets and rebound and make stops. We know it's what you do on the court."

The Huskies, who beat Stanford in Hartford by 10 points last season, aren't concerned about ending the Cardinal's streak. They are just trying to improve.

"I don't think I'd go out there with the mindset that we have to break their streak," Faris said. "It's another game. But the whole streak thing, if you focus on that, you're not going to be doing the right thing."

Both coaches are aware that it's just one game in December with conference play about to start after the New Year.

"If you win on Saturday you know you beat a really good team," UConn coach Geno Auriemma said. "If you lose you know you got a lot of work to do to beat a really good team down the road."

Connecticut leads the series 7-6, including winning five of the last eight meetings ? dating back to 2005. Stanford, unlike a lot of other teams in the country, has been able to stay close to the Huskies in the losses, losing most by a dozen points or less.

"You have two of the best offensive teams in the country, not to say we're going to see who can win 110-109," he said. "We try to make scoring and scoring often our priority. Maybe that's why it's become such a great rivalry."

Unlike other rivalries in the sport that have ended during the past few years because of conference realignment or teams refusing to play each other, UConn and Stanford will continue for at least two more seasons. They will open next season in Connecticut.

"As long as Stanford wants to play we'll play them. I have a lot of respect for them, obviously, as a university and certainly their coaching staff," Auriemma said. "They're great people. And the kind of people they recruit are great people. So I'm thrilled that it was done. Really. I think that's a great thing for us."

After playing Stanford, UConn will head to Oregon before going home to open up its Big East schedule.

"Playing games on the road at the early part of the season is very important," Auriemma said. "Coming out here and playing Stanford and knowing how hard it is to play them, especially here. It's a great opportunity for us at this point in the season. As soon as we're done on this trip we have Notre Dame at home. Playing two teams in the top five in the country in a matter of a week or so is exactly what we need right about now."

Ohio spends fewer Medicaid dollars than budgeted

COLUMBUS, Ohio (AP) -- Ohio has spent fewer dollars on Medicaid than expected under its current two-year budget.

State officials have been working to rein in the cost of the $19.8 billion health program for low-income people. The slowdown in spending comes as Gov. John Kasich prepares to unveil his next two-year spending blueprint in February.

In the budget year that ended in June, state figures show that Ohio spent $590 million less in state and federal dollars than it had anticipated.

Medicaid spending for the current fiscal year is also tracking below projections. The state has spent about $6.2 billion on Medicaid since July. That's about $219 million ? or 3 percent less ? than it is expected to spend through November, according to the latest data available.

Ohio Medicaid Director John McCarthy credited the slowdown to changes in provider reimbursements, more conservative budgeting and better contract negotiations. He also said a new system for processing claims has meant that the state is better at rejecting claims that should have been paid by Medicare or those that don't fit Medicaid rules.

Still, he noted that while the savings seem significant, they're still just a fraction of the federal-state program's cost.

Medicaid spending accounts for roughly a third of all funds Ohio gets from state and federal dollars, fees and other sources.

"The better job we do now of getting control of the program and expenditures, it helps us going into the next budget," McCarthy said. He said the slowdown in spending allows officials to look at what investments or changes they want to make to the program.

Medicaid's growth rate is among the factors state officials are watching as they decide in the coming year whether to expand Medicaid under President Barack Obama's health care law.

The state's cost-wary officials are assessing the long-term impact of expanding Medicaid. And McCarthy said the administration is closely following discussions about the "fiscal cliff" in Washington, fearing that a possible deal to avoid the tax increases and spending cuts could include pushing more of the cost of the Medicaid program toward states.

The state is bracing for hundreds of thousands of eligible Ohioans to sign up for Medicaid once the federal law requires most people to have health insurance.

Ohio officials estimate there will be a roughly $700 million increase in the cost of the program in 2014 and 2015, as 319,000 new people come onto the rolls.

Kasich, a Republican, has said he plans to make known his decision on whether to expand Medicaid when he releases his next budget.

Under the law, the federal government will cover 100 percent of the cost of the first three years of the expansion, gradually phasing down to a 90 percent share ? still a far more generous match than states have traditionally received. The expansion is expected to provide coverage to about half the 30 million uninsured people nationwide who will benefit from the law.

Under the health care law, Medicaid would be expanded on Jan. 1, 2014, to cover people making up to 138 percent of the federal poverty line, or about $15,400 a year for an individual.

Medicaid currently covers roughly 2.3 million low-income and disabled people in Ohio.

'Rescue Me' singer Fontella Bass dies

ST. LOUIS (AP) ? Fontella Bass, a St. Louis-born soul singer who hit the top of the R&B charts with "Rescue Me" in 1965, has died. She was 72.

Bass died Wednesday night at a St. Louis hospice of complications from a heart attack suffered three weeks ago, her daughter, Neuka Mitchell, said. Bass had also suffered a series of strokes over the past seven years.

"She was an outgoing person," Mitchell said of her mother. "She had a very big personality. Any room she entered she just lit the room up, whether she was on stage or just going out to eat."

Bass was born into a family with deep musical roots. Her mother was gospel singer Martha Bass, one of the Clara Ward Singers. Her younger brother, David Peaston, had a string of R&B hits in the 1980s and 1990s. Peaston died in February at age 54.

Bass began performing at a young age, singing in her church's choir at age 6. She was surrounded by music, often traveling on national tours with her mother and her gospel group.

Her interest turned from gospel to R&B when she was a teenager and she began her professional career at the Showboat Club in north St. Louis at age 17. She eventually auditioned for Chess Records and landed a recording contract, first as a duet artist. Her duet with Bobby McClure, "Don't Mess Up a Good Thing," reached No. 5 on the R&B charts and No. 33 on the Billboard Top 100 in 1965.

She co-wrote and later that year recorded "Rescue Me," reaching No. 1 on the R&B charts and No. 4 on the Billboard pop singles chart. Bass's powerful voice bore a striking resemblance to that of Aretha Franklin, who is often misidentified as the singer of that chart-topping hit.

Bass had a few other modest hits but by her own accounts developed a reputation as a troublemaker because she demanded more artistic control, and more money for her songs. She haggled over royalty rights to "Rescue Me" for years before reaching a settlement in the late 1980s, Mitchell said. She sued American Express over the use of "Rescue Me" in a commercial, settling for an undisclosed amount in 1993.

"Rescue Me" has been covered by many top artists, including Linda Ronstadt, Cher, Melissa Manchester and Pat Benatar. Franklin eventually sang a form of it too ? as "Deliver Me" in a Pizza Hut TV ad in 1991.

Bass lived briefly in Europe before returning to St. Louis in the early 1970s, where she and husband Lester Bowie raised their family. She recorded occasionally, including a 1995 gospel album, "No Ways Tired," that earned a Grammy nomination.

Bass was inducted into the St. Louis Hall of Fame in 2000.

Funeral arrangements for Bass were incomplete. She is survived by four children. Bowie died in 1999.

Blood found on borrowed car in missing girl case

LAS VEGAS (AP) ? Blood was found inside a car borrowed by a Las Vegas Strip card dealer last seen with a missing 10-year-old girl and later arrested in the razor blade slashing of a co-worker at the posh Bellagio resort, a prosecutor said Friday.

Brenda Stokes Wilson was identified in court Friday as the prime suspect in the slaying, although prosecutor Robert Daskas told a judge that authorities haven't positively identified the girl found dead Thursday in an undeveloped housing tract in North Las Vegas.

"It's no secret the defendant is the suspect in the murder of 10-year-old Jade Morris," Daskas said as he convinced Senior Clark County District Court Judge Joseph Bonaventure to increase Wilson's bail from $60,000 to $600,000 pending the filing of kidnapping and murder charges.

Daskas said a weapon was used in the slaying, but he didn't elaborate.

Clark County Coroner Michael Murphy said it could be Friday afternoon before DNA testing is complete and he can positively say the body is Jade Morris. The girl was last seen by her family Dec. 21, when Wilson picked her up to go Christmas shopping. She never returned.

Wilson, 50, was arrested later that night after she was wrestled to the ground with razors in each hand following a face-slashing attack on a female co-worker, Joyce Rhone, at the Bellagio.

Wilson has been jailed on felony battery with a weapon, burglary and mayhem charges that could get her decades in prison. Police said she has offered no help in the search for the missing girl. Murder and kidnapping charges could get her life in prison without parole or the death penalty.

Wilson stood in court flanked by eight police officers as her lawyer, Tony Liker, clutching a Bible and a copy of the charging documents, asked the judge to postpone arraignment until Wednesday to give him time to meet with Wilson.

Liker declined comment outside court.

Police went public with the search for Jade Morris on Christmas Day, and the case received increasing attention after the relationship between the girl and Wilson became known. Clark County District Attorney Steve Wolfson watched the proceedings in court Friday and called the case important for the community.

Wilson, who had been identified by police and prosecutors as Brenda Stokes, told the judge Friday that her full name was Brenda Stokes Wilson.

She used to date the missing girl's father, Philip Morris, and had a long and trusted relationship with Jade Morris, according to the missing girl's grandfather, Philip Tucker.

Philip Morris was removed from court Wednesday by armed court officers after shouting questions about his daughter's whereabouts to Wilson. He did not attend Friday's hearing.

Tucker said Philip Morris lived in Billings, Mont., and worked at a Flying J truck stop for more than a year. He would stay with Wilson when he visited Las Vegas, Tucker said.

Tucker said Rhone was Wilson's best friend and also knew Philip Morris.

Authorities have not disclosed a motive for the slaying. But Tucker said Wilson appeared to believe that Rhone and Philip Morris had become romantically involved. Tucker said he didn't know if Wilson's jealousy was well-founded.

"But whatever was going on with them didn't concern Jade," Tucker said. "How do you take a kid who loves you so much and hurt her?"

Jade Morris' family last saw the girl when Wilson picked her at about 5 p.m. Dec. 21. About two hours later, Wilson returned to another friend the red 2007 Saab sedan that she borrowed for the shopping trip.

Wilson allegedly had a razor in each hand when she attacked Rhone as Rhone dealt blackjack about 9:30 p.m.

Daskas said police have the vehicle and are testing blood found on the driver's door and steering wheel to see if it matches Jade Morris. Stokes later got a ride with a friend to the Bellagio, police said.

Rhone, 44, was hospitalized with deep cuts on her face, including one from her ear to the edge of her mouth. A police arrest report said Rhone also had several smaller cuts around her right eye.

Tucker said Rhone called him Saturday, speaking with difficulty and expressing surprise at the attack.

"She said, 'I can't believe she would do something like this to me,'" Tucker recalled. "I said, 'Was Jade with her?' She said she didn't know Jade was involved."

A police report said Wilson told investigators following her arrest that she visited her doctor last week, seeking to be admitted to a hospital "due to feeling like she wanted to hurt someone."

One Direction stars in Bad Lip Reading film spoof

The pros at Bad Lip Reading have set their sights on the boys of One Direction and made them the stars of a spoof foreign language film called "Shadow Pico."

Set to the visuals of the British band's video for "Gotta Be You," "Pico" dubs phony languages over the top for a dramatic art-house feel.

"They've captivated the world with their music," the intro says. "Now experience One Direction as you've never seen them before. In their first foreign language motion picture." And then, instead of bubbly lyrics about girls and bro-bonding, the gibberish begins.

Turning on the video's closed captioning makes the entire effort all the better, especially when "Ooh, ooh, ooh" is translated as "Ooh, ooh, ooh."

With 82 million views, the real music video is in no danger (yet) of being eclipsed by the spoof's 29,000 views. But Bad Lip Reading does attract a lot of eyes -- this?classic "Twilight" spoof?has 16 million views.

Hugo Chavez Walking After Surgery, Vice President Nicolas Maduro Announces

CARACAS, Venezuela -- Vice President Nicolas Maduro surprised Venezuelans with a Christmas Eve announcement that President Hugo Chavez is up and walking two weeks after cancer surgery in Cuba, but the news did little to ease uncertainty surrounding the leader's condition.

Sounding giddy, Maduro told state television Venezolana de Television that he had spoken by phone with Chavez for 20 minutes Monday night. It was the first time a top Venezuelan government official had confirmed talking personally with Chavez since the Dec. 11 operation, his fourth cancer surgery since 2011.

"He was in a good mood," Maduro said. "He was walking, he was exercising."

Chavez supporters reacted with relief, but the statement inspired more questions, given the sparse information the Venezuelan government has provided so far about the president's cancer. Chavez has kept secret various details about his illness, including the precise location of the tumors and the type of cancer. His long-term prognosis remains a mystery.

Dr. Michael Pishvaian, an oncologist at Georgetown University's Lombardi Cancer Center in Washington, said it was an encouraging sign that Chavez was walking, and it indicated he would be able to return to Venezuela relatively soon. But he said the long term outlook remained poor.

"It's definitely good news. It means that he is on the road to recover fully from the surgery," Pishvaian said in a telephone interview with The Associated Press. "The overall prognosis is still pretty poor. He likely has a terminal diagnosis with his cancer that has come back."

Pishvaian and other outside doctors have said that given the details Chavez has provided about his cancer, it is most likely a soft-tissue sarcoma.

Chavez first underwent surgery for an unspecified type of pelvic cancer in Cuba in June 2011 and went back this month after tests had found a return of malignant cells in the same area where tumors were previously removed.

Venezuelan officials said that, following the six-hour surgery two weeks ago, Chavez suffered internal bleeding that was stanched and a respiratory infection that was being treated.

Maduro's announcement came just hours after Information Minister Ernesto Villegas read a statement saying Chavez was showing "a slight improvement with a progressive trend."

Dr. Carlos Castro, director of the Colombian League against Cancer, an association that promotes cancer prevention, treatment and education, said Maduro's announcement was too vague to paint a clear picture of Chavez's condition.

"It's possible (that he is walking) because everything is possible," Castro told AP. "They probably had him sit in up in bed and take two steps."

"It's unclear what they mean by exercise. Was it four little steps?" he added. "I think he is still in critical condition."

Maduro's near-midnight announcement came just as Venezuelan families were gathering for traditional late Christmas Eve dinners and setting off the usual deafening fireworks that accompany the festivities. There was still little outward reaction on a quiet Christmas morning.

Danny Moreno, a software technician watching her 2-year-old son try out his new tricycle, was among the few people at a Caracas plaza who said she had heard Maduro's announcement. She said she saw a government Twitter message saying an announcement was coming and her mother rushed to turn on the TV.

"We all said, thank God, he's okay," she said, smiling.

Dr. Gustavo Medrano, a lung specialist at the Centro Medico hospital in Caracas, said if Chavez is talking, it suggests he is breathing on his own despite the respiratory infection and is not in intensive care. But Medrano said he remained skeptical about Maduro's comments and could deduce little from them about Chavez's prognosis for recovery.

"I have no idea because if it was such a serious, urgent, important operation, and that was 14 days ago, I don't think he could be walking and exercising after a surgery like that," Medrano said.

Over the weekend, Chavez's ally, Bolivian President Evo Morales, made a lightning visit to Cuba that only added to the uncertainty.

Journalists had been summoned to cover his arrival and departure in Havana, but hours later that invitation was canceled. No explanation was given, though it could have been due to confusion over Morales' itinerary as he apparently arrived later than initially scheduled.

Cuban state media published photos of President Raul Castro receiving Morales at the airport and said he came "to express his support" for Chavez, his close ally, but did not give further details. He left Sunday without making any public comments.

For the second day in a row Tuesday, Morales made no mention of his trip to Cuba during public events in Bolivia.

Yet more questions surround Chavez's political future, with the surgery coming two months after he won re-election to a six-year term.

If he is unable to continue in office, the Venezuelan Constitution calls for new elections to be held. Chavez has asked his followers to back Maduro, his hand-picked successor, in that event.

Venezuelan officials have said Chavez might not return in time for his Jan. 10 inauguration.

Opposition leaders have argued that the constitution does not allow the president's swearing-in to be postponed, and say new elections should be called if Chavez is unable to take the oath on time.

But government officials have said the constitution lets the Supreme Court administer the oath of office at any time if the National Assembly is unable to do it Jan. 10 as scheduled.

(AP) ? Former Atlanta Braves star center fielder Andruw Jones was free on bond after being arrested in suburban Atlanta early Tuesday on a battery charge, according to jail records.

Around 1:30 a.m. Tuesday, police responded to a call for a domestic dispute between Jones and his wife in Duluth.

Gwinnett County Detention Center records say Jones was booked into the jail around 3:45 a.m. and was released on $2,400 bond by 11 a.m.

Once one of the premier players in the big leagues, Jones broke into the majors with the Atlanta Braves in 1996 and won 10 consecutive Gold Gloves from 1998-07 as their center fielder. He has 434 career home runs over the span of 17 seasons in the majors.

Jones earlier this month signed a $3.5 million, one-year contract with the Tohoku Rakuten Golden Eagles of Japan's Pacific League.

Netflix blames Amazon for Christmas Eve outage

NEW YORK (Reuters) - An outage at one of Amazon's web service centers hit users of Netflix Inc's streaming video service on Christmas Eve and was not fully resolved until Christmas Day, a spokesman for the movie rental company said on Tuesday.

The outage impacted Netflix subscribers across Canada, Latin America and the United States, and affected various devices that enable users to stream movies and television shows from home, Netflix spokesman Joris Evers said. Such devices range from gaming consoles like the Nintendo Wii and PlayStation 3 to Blu-ray DVD players.

Netflix, which is based in Los Gatos, California, has 30 million streaming subscribers worldwide, of which more than 27 million are in the Americas region that was exposed to the outage and could have potentially been affected, Evers said.

Evers said the issue was the result of an outage at an Amazon Web Services' cloud computing center in Virginia and started at about 12:30 p.m. PST (2030 GMT) on Monday and was fully restored before 8:00 a.m. PST Tuesday morning, although streaming was available for most users by 11:00 p.m. PST on Monday.

The event marks the latest in a series of outages from Amazon Web Services, with one occurring in April of last year that knocked out such sites as Reddit and Foursquare.

"We are investigating exactly what happened and how it could have been prevented," Evers of Netflix said.

"We are happy that people opening gifts of Netflix or Netflix capable devices can watch TV shows and movies and apologize for any inconvenience caused last night," he added.

Officials at Amazon Web Services were not available for comment. Evers, the Netflix spokesman, declined to comment on the company's contracts with Amazon.

Family Tree Maker 2012 Sync problems - Message Boards ...

Since Feb 2012 I rarely had sync issues. Usually only issues involved server being down or too busy. My AMT on ACOM was the tree which I updated and usually synced to FTM 2012 once a week. Online tree had 71,200 individuals and had downloaded 33,000 media files to the FTM Media folder. On 17 Dec received a sync error when I tried to add 800 new individuals from AMT. Error would appear while processing data from Ancestry was nearly 75% complete. Compacting reduced FTM file nearly 36%. Sync still failed and then when FTM file added a handful of individauls (including a "No Name" individual), I decided to unlink AMT and FTM trees. Afterwards unable to download AMT into FTM 2012. Sync failed error appears while data is being prepared for download from Ancestry. Subsequently it took over 13 hours to generate a GEDCOM file from AMT that I could export. In the past it had only taken 90 minutes to create GEDCOM. Have rebooted numerous times, cleared cache and deleted FTM temp folder, and waited a day to try again, all to no avail. Eventually I guess I will need to contact Tech Support, but for now I just don't relish dealing with lower support levels who can only read a help script. Attachments show various alerts and error messages received over the last week when trying to get FTM 2012 to function.

Japan's Kawaguchi may serve as foreign minister again: media

TOKYO (Reuters) - Incoming Japan Prime Minister Shinzo Abe might ask upper house lawmaker Yoriko Kawaguchi to return for another stint as foreign minister, Kyodo reported on Monday.

Japan's next foreign minister will serve against a backdrop of rising tensions with China, over a territorial dispute involving uninhabited isles in the East China Sea. Abe has called for a tougher stance toward China.

Abe is now deciding on the lineup for his Cabinet, which is likely to be formally inaugurated on Wednesday, Kyodo said.

Kawaguchi, a career diplomat, served as foreign minister from 2002-2004 under Prime Minister Junichiro Koizumi, and she also served as environment minister in 2001 under Prime Minister Yoshiro Mori.

Some members of Abe's Liberal Democratic Party, which swept to victory in Japan's December 16 election, favor giving the foreign minister post to former financial services minister Toshimitsu Motegi or to former LDP secretary general Nobuteru Ishihara, the Kyodo report said.

Motegi is also being considered as a candidate for economy, trade and industry minister or internal affairs and communications minister.

Abe is likely to tap former defense minister Yuriko Koike as LDP policy chief, a separate Kyodo report said.

My favourite food bloggers share their top dishes being served up in Victoria?s capital

There are hundreds of places to eat, and thousands of options as to what you might eat. So if your time and your appetite are limited, I?ve just made choosing a little bit easier for you.

Melbourne?s bloggers visit heaps of bars, cafes, pubs and restaurants every year, both the spanking new and the long-established, and they have the jump on newspapers that are only able to publish a tiny handful of reviews in any one calendar year.

It is well worth keeping up to date with Melbourne?s food and drink trends via bloggers ? we can visit whenever we like (though some twitter police do sometimes have a problem with visiting too soon after a restaurant has opened); we are the general public just like you an, unlike critics, we don?t get our money reimbursed by our publishers ? so if we don?t like it, just like Joe Public, we only visit once because we?re not made of money. Plus we have the most up to date photos of menus, you can see the exact dishes that made us drool and we may indeed sell you on visiting a place you would otherwise miss.

I am sure The Age and some of Melbourne?s mediocre magazines will have their end of year wrap ups and try to convince us of what they think is the next food trends for Melbourne. But unfortunately we all know what they are and are hoping for something completely different. ?Of course, broadsheet critics aren?t the only people with opinions on Melbourne?s best dishes, so I also cast the net wider.
